Policy and Regulatory Advisory
Crisil has extensive work experience in policy and regulatory domain with governments, multilateral agencies, ministries, and regulatory bodies in the sector. We assisted the Ministry of Coal/ Central Mine Planning & Design Institute Ltd. (CMPDI) in preparation of methodology for captive coal block auctions including formulation of floor price and in preparation of standard bidding documents. We have advised the Society for Elimination of Rural Poverty, Government of Andhra Pradesh in reviewing their sand mining policy including its implementation on the ground. We were also engaged by Coal India Limited in implementation of New Coal Distribution Policy, which included developing Model Letters of Assurance (LOA) and Model Fuel Supply Agreements (FSA) for different customer categories in compliance with NCDP.
Benchmarking and Strategic Planning
Crisil has assisted metals and mining companies in their strategic planning endeavours. Crisil assisted a large steel manufacturer in undertaking a comprehensive demand forecasting exercise for various steel products. Crisil assisted the World Bank/Government of Odisha in undertaking a comprehensive benchmarking cum strategic planning exercise for Odisha Mining Corporation (OMC). The scope of assignment involved benchmarking across a range of parameters including production, cost, quality control, IT systems and identification of gaps in ancillary infrastructure, which was followed by analysis of strategic options for sustainable development of OMC's mineral resources.
