FR 2052a regulatory reporting - platform migration

April 23, 2026 Content Type Case study

What is FR 2052a and why it matters

FR 2052a is a daily regulatory liquidity report that provides data essential to assess a bank’s liquidity and funding stability, supporting compliance with Basel III liquidity requirements. It is used to gauge key metrics such as liquidity coverage ratio (LCR) and net stable funding ratio (NSFR).

    Executive summary

A large banking institution intended to execute a strategic migration of the FR 2052a regulatory reporting platform from Proteus (legacy) to Axiom (target platform) to strengthen compliance, improve data governance, and enable scalable, automated reporting.

The initiative was centered around ensuring accurate regulatory interpretation, robust data sourcing and lineage, controlled testing and stabilization, and parallel reporting to warrant zero disruption to regulatory submissions and sustained confidence in daily reporting.

    Client challenges

    • Daily production required manual adjustments to ensure data accuracy and regulatory compliance for calculating LCR and NSFR
    • Legacy platform (Proteus) dependency constrained scalability and automation, increasing operational burden and exacerbating complexity

    Our solution

    • Helped in seamless transition through GAP assessment with Target state in Axiom
    • Automated manual adjustments and EUCs to align with Axiom
    • Helped in Axiom configuration & report build through standardized data mapping and translating regulatory instructions to Axiom logic

    Delivery overview

Crisil Integral IQ delivered an end-to-end Axiom implementation for FR 2052a reporting in close coordination with the client’s finance/risk and technology teams, focusing on accurate regulatory interpretation, robust data sourcing, and controlled execution to ensure a smooth transition without any regulatory impact.

    Key contributions

    Regulatory interpretation and design

Analyzed FR 2052a requirements and translated complex reporting logic into Axiom-ready templates, including ad hoc and recurring adjustments

    Data sourcing, mapping, and lineage

Identified source systems, mapped required elements, and validated sourcing to ensure accurate lineage and consistency

    Testing, go-live, and stabilization

Supported UAT, go-live, and post-implementation stabilization to ensure on-time FR 2052a submissions with no regulatory impact

    Daily reporting operations and controls

Continued support for daily reporting processes, including manual adjustments, were required and pre-submission validations to be checked and cleared up before filing

Parallel reporting and reconciliation (transition assurance)

Executed parallel reporting with reconciliation to build confidence in Axiom outputs versus legacy reporting

    SOPs and audit readiness

Developed SOPs and reinforced controls/traceability to improve audit readiness and operational resiliency

    Impact

    • Regulatory stability and confidence: Seamless migration to Axiom with zero disruption to FR 2052a submissions; continued compliance with Federal Reserve expectations
    • Improved governance and scalability: Stronger data sourcing discipline, repeatable controls, and an audit-ready framework supporting future changes

    What this enables

Faster response to regulatory changes, reduced operational dependency on manual processes, and a scalable foundation for broader regulatory reporting modernization.
